jwwarren@hotmail.com SENIOR PROJECT MANAGEMENT & EARNED VALUE
CONSULTANT I have served world class organizations for over 16
years in providing the highest standards of project management consulting. An
expert in baseline management, project management, system architecture and
EVMS, I take pride in my ability to manage challenging projects to deliver
success. ___________________________________________________________________________________________________________________________________ EXPERIENCE
Molina Healthcare
Long Beach, CA Primavera
& PMO Consultant
Sep 2013 - Present Primavera & PMO consultant for major healthcare
organization experiencing rapid growth. In my tenure with Molina, I played a
major role with the PMO and the Office of the CIO. As a member of the PMO, I
supported a P6 software upgrade to v8.3, OPPM implementation, enterprise
project portfolio management, and extensive training (methodology, project
planning, scheduling, and resource management). All formal training sessions
qualified for PMP continuous training credits. I formalized operations
resource assignment management in P6 to enable realistic forecasting,
assignment control and accountability. I created global layouts to provide
for enterprise standard layouts, while creating and customizing many layouts
and reports for project managers, resource managers, directors and VPs. In
the Office of the CIO, I am in charge of utilizing EPPM and P6 to maximize
resource management efficiency, data quality, reporting, analysis,
forecasting, estimating and providing scheduling analysis to empower the IT
Portfolio Manager to challenge the trending and timelines of the status
provided by the Project Managers. I developed a popular formal report in P6
Analytics to bypass a complex, often unstable and burdensome resource
capacity analysis report in P6. In this role I have uncovered
interdepartmental data quality issues and have provided QA and process
solutions to ensure enterprise databases are aligned. I proactively analyzed
project performance data and engaged directly with the project managers and
stakeholders to provide guidance on how to use the systems efficiently and
effectively. Ultra Electronics
Austin, TX Master
Scheduler & Open Plan SME Dec 2012 – Aug 2013 Program: TACPOD Provided Open Plan software and project management
expertise to standardize and optimize PM processes, procedures and training.
I was also the Master Scheduler for the TACPOD UAV reconnaissance program and
provided direct PM and scheduling support to all other enterprise programs.
Implemented guidelines for EPM planning and project scheduling for quality
optimization and to align with industry and DCMA best practices. Established
guidelines to emphasize detailed networked planning that enabled critical
path analysis to enforce critical thinking in the planning process and to
provide management insight into the actual health of a plan. Updated resource
management methodologies and developed tools for better resource planning and
analysis by exporting Open Plan data into pivot tables. I also uncovered a
software bug in how Open Plan calculated forecasted resources that required
an immediate ‘hot fix’ by Deltek. I was successful in fostering a PM culture
that broke down existing barriers and fostered a learning environment for the
new enterprise-wide EVMS requirements and the EPM applications supporting
them. Parker Aerospace
Irvine, CA Senior Master
Scheduler Dec 2011 – Nov
2012 Program: MFFCS Senior Master Scheduler for the next-generation
Multi-Function Fuel Cell System for the Airbus A320. Developed and
managed fully networked and resource loaded schedules in MS Project Server
2010. I created and analyzed resource profiles, critical path(s), risks and
forecasts. Integrated multiple project schedules into an IMS for project
teams located throughout the US for European customers. This was a high
level R&D project for Parker Aerospace and was also a pilot project for
their utilization of MS Project Server that required extensive project
management and PM software analysis to bridge PMO and unique program
requirements in a new environment. The Boeing Company
Long Beach,
CA
Deputy Control
Account Manager Jan
2011 – Dec 2011 Program: C-17 TOCS As deputy Control Account Manager, I was solely
responsible for developing and implementing all project controls systems and
requirements for the C-17 TOCS program. I developed and managed the entire
program plan, EVMS architecture, resource management, risk analysis, variance
analysis, staffing profiles, strategic planning and scope management. The
C-17 TOCS program was a pilot program that converted military aircraft
manuals from PDF format to the new DoD standard of S1000D XML specifications.
The Boeing Company
El Segundo, CA Satellite
Baseline Development
Jul 2010 – Nov 2010 Program: 702HP Satellite
Product Line Member of a small elite planning team that developed
the baseline plan for the 702HP commercial satellite product line. The 702HP
satellite is the platform for high-power broadband communications whose
customers include DirecTV and various nationalized broadcasting organizations
worldwide. The baseline plan thoroughly ensures that all standard Integrated
Product Teams (IPTs) and supplier dependencies, deliverables, constraints and
resources, etc. are accurately planned to have commonality across all
subsequent 702HP programs. Time and quality were of the utmost importance in
this effort as any planning delays prolonged engineering and we were required
to perform an approved “backwards pass” of the IMS to ensure that all
requirements and interdependencies across 13 major milestones were completely
accurate. Northrop Grumman
Redondo Beach,
CA
Proposal
Scheduler & Master Scheduler
Dec 2009 – Jun 2010 Programs: NPOESS & AEHF
(4 & 5) I developed successful proposal schedules for two
military satellite systems. The schedules were used as the program baseline
schedule once the contract was awarded. I also supported a separate satellite
program as a Master Scheduler managing a program that was embattled due to
multiple government customers. In this position, I worked closely with
program management and senior engineering to identify and integrate customer
commonalities and develop efficiencies with conflicting customer
requirements. Deltek
Dallas, TX Senior Open
Plan Consultant
Sep 2009 – Oct 2009 Provided Open Plan systems support and training at
Lockheed Martin. I developed customized reports, analysis tools, custom
fields, imports/exports, calculations, global edits and back-end support. I
also provided training and personal support to the end-users ensuring a
successful data migration from Microsoft Project to Open Plan. L-3 Communications
Anaheim,
CA
Scheduling
Lead & EVMS Focal Mar
2009 – Jun 2009 All Enterprise
Programs I supported L-3 Communications in implementing an
EVMS-based project culture while leading the IEC division’s project
scheduling teams. I created schedule baseline templates for common programs
and provided detailed EVMS training to engineers and CAMs to create a culture
that embraces EVMS as a standard program management methodology. Northrop Grumman
Carson, CA Project
Management Consultant
Oct 2004 – Feb 2009 Programs: FCS,
NMS, LDSS, ARGCS, PS-MRS, FBCB2 & JTRS Primary role as a Master Scheduler with a secondary
role of a Business/Cost Analyst across four high level DoD programs. EVMS
expert specializing in development, inception and maintenance of project
baselines. Integrated Master Schedules (IMS) and Integrated Master Plans
(IMP). Fully integrated all four program baselines from the customers to the
subcontractors while reporting EVMS on a weekly and monthly basis. Develop
and analyze cost and schedule data to establish and maintain program budget
baselines. I provided EVMS and OPP training for the entire Northrop Grumman
campus on an ongoing basis and supported a schedule migration from Primavera
(P6) to OPP. The Boeing CompanyHuntington

produce weekly and monthly EVMS reports, and review actual costs incurred to
ensure proper cost charging. Analyze cost and schedule performance trends,
perform risk assessments, and update Estimates at Completion. Prepare EAC

coordinating projects between three regional offices. I introduced EVMS and
fully integrated Project Management Institute (PMI) methodologies such as
developing Project Charters, WBS, SOW, OBS, change management and project
schedules to enhance the success of each project. Produced and maintained
Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) and
developed baseline policies and procedures for control cost, schedule, and
scope management to maximize budget efficiencies. The Boeing Company

777-200LR/300ER As a member of the Technical Integration team I was
responsible for the coordination of changes to the baseline configuration of
the 777 product line. I ensured that all changes to the program baseline were
accepted, approved and incorporated by all project teams and stakeholders
impacted by each change. I assigned action items to fulfill complex changes
and developed recovery plans/schedules to minimize impact to the master
program schedule. United States Navy
